Create a copy/paste application

I need to create an application that opens a file, copies it's conents, creates a new file, pastes the previous files contents in it, and saves the file(preferably a doc file, and you can name it). I believe I should use VB script to do this. Is VB script compatible with Flash Builder? Thanks
